I need your help: Prom SHS tutu/skirt measurements

Hi ponies,

I have had a few people ask me about making replacement Prom Sweet Heart Sister skirts/tutus 

I need a little help please I need the measurement of the outer circumference of the tutu/skirt and the measurement of the "length"/"depth" of the tutu/skirt.

I have marked on this picture (taken from mlpwiki) the two measurements I need.
