Are these ponies bait?

Found some ponies that are in poor shape. Wasn't sure if they could be fixed or if they are bait.
Looking for some advice on what to do with them.

I mean, I'd happily trade the hairless Red Roses lol. She's rather sought after so I would sell her on rather than customize.
The brown spots are a big problem for Chief. Some people have had luck with hydrogen peroxide but mine didn't see any effect. Likely not fixable.
If that is the only problem on Mommy Apple Delight then I wouldn't customize.

Chief - bait (IMO)
Mommy Apple Delight - if she is as yellowed as it appears in the photo (not just yellow light) I'd say bait... otherwise agree with Tailrust
Red Roses - definitely not bait! Her body seems to be in a great condition which makes her an ideal rehair candidate.

I agree with what Griffin says.  If Chief looks better on his display side he might be worth keeping as is, but if the display side is as bad as this side, he's probably not really salvageable.

Unfortunately Chief has those brown spots on both sides 

Noasar I am interested in selling Red Roses, it's definitely beyond my ability to fix her hair.
