definitely don't use nail polish remover, that ruins paint and gem symbols/eyes etc.

sunfading is your best bet, research that

Congrats on your pony!  For the pen marks, what she said!  Assuming the pen marks are on the body?

For doing hair you can use human shampoos and conditioners to clean and soften it.  For styling there are several options I'm aware of: let it dry in the shape you want it to keep, do a "boil perm", or use human hair styling tools (be careful of the temperature do you don't melt it).

What pony is it?  Do you need help identifying it?
Thanks to Shimmlight for the new avatar image

Hi! If you can post pictures (check the sigs&site support forum, there should be people talking about which image hosters to use) we can more properly help you out with her. Where are pen marks located?
Unfortunately, sunfading is really the only way to get the marks off. Surface cleaning (including acetone) will not help it. If this is on her hooves, it'll be somewhat easy, but anything over her symbols will be much more difficult.

I would just use soap and water to sanitize her.

Be sure to research sunfading before trying I heard it can be tricky.
You can try a mr clean magic eraser for other grime but be careful not to rub the paint
For hair, you can use conditioner and comb it from bottom to top. Be careful not to get any water inside the pony
I hope things go well for you :)

Mr. Clean magic erasers work on a variety of marks.
