I'm actually going to give this a bump, since it is slipping down the list and I've found new video!

Russian commercial for Rarity AND StarSong! These two had quite the gap between them in the US, but apparently in Russia their releases were close enough together to warrant a joint commercial. https://www.youtube.com/watch?v=w6077XdLCY8

Here are G3.5 Cheerilee, StarSong (who has such a sweet voice!), and G4 Pinkie Pie, all speaking Russian! These kids handle them pretty roughly, so this video may not be for the faint of heart... but they weren't harmed in the video from what I can see. https://www.youtube.com/watch?v=wSeNn_Bms80

I scrolled further, but didn't find a better video of those guys. I found a high quality video of StarSong with a Russian title, but she was languageless. Well, at least I learned that somebody dubbed PONY.MOV in Russian, which is highly relevant to this thread, of course!

She doesn't do much here, but there are no kids talking over her, and you can see the packaging really well. If I had to guess what she says, it's probably translations of "Hi! I'm Cheerilee!" and "Listen to my heartbeat!"
Their set name translates to "Baby Pony at the Doctor," and only Cheerilee is named.

A bunch of updates! But no video. I realize that I'm really the only one still active in this thread, but I'm pretty sure at least some of you are reading it as I update it and appreciate the effort, so I'll keep going until I run out of leads.

These two were a set, so I kind of assume that any translated versions had both, especially since the English ones share most of their dialogue (which is mostly recycled in itself!). The English G4 says exactly the same phrases as the G3 version, with the exception of the mouth button, which was omitted; I assume that any language she comes in reflects a G3 release, but I am willing to accept that I may be wrong. The Polish channel that showed off Chora Cheerilee showed a languageless G4, which may imply the lack of a Polish version; these guys were a "minor" release, so I could see more countries having just gotten a languageless version.
Anyway...
Cheerilee- A French listing (which calls her Pinkie Pie!) claims she says four sentences. Here's her tag.

Perhaps the biggest lead was this image, which shows the set name for Cheer/Sweetie in many languages. I only searched for French and German for now, so expect updates should I decide to search for the others!

On a side note, although I didn't find one which claimed to speak German, I found German listings for the original Pinkie/Dash pair. I already knew that Pinkie's German name was Rosarot (literally Pinkred, a shade of pink), but apparently Dash's German name was Regenbogenblitz (Rainbowlightning)! I'm pretty sure that the Core 7 and FiM use the English names, but talk about foreshadowing!

Did I hear you calling for a near-immediate edit? No? you get one anyway!

Late to the topic but wanted to confirm the Swedish Good Morning Sunshine does speak words. In the commercial she says "Good morning mum!" (god morgon mamma!) and "ohhh, good night!" (åh, godnatt!) :)

I know a person in the swedish MLP group got hers talking the other day and it sounded like it could be Hungarian. Not sure though, I didn't see a video, and I don't know if they're on here :)

Updates time!

Potentially languageless packaging for Rainbow Dash. I found one for Pinkie Pie, too, but it was like 200 pixels big and was the kind that won't behave with the image embed feature (the link was a "biggun" like those described previously), so I didn't bother with it.

And, last but not least, video! Or, really, just audio. It's German Rarity! The phrases are more or less translated from the English version. Funny thing is, I didn't hear any phrases that mine doesn't say; that is, no bandage phrases. Does that button break easily, or is it just coincidence? Heck, the seller (this was linked to in an eBay listing) may not have even realized that she had that button!

Good Morning Sunshine's German name is Baby Sonnenschein. According to an Amazon review, one of her phrases is "Kämm' mir die Mähne, bitte!"

That's Rarity in NORWEGIAN packaging. Her set name is "Gjør meg frisk - vær doktor for pasienten Boo Boo," and her name IS Boo Boo! Other languages have also named her Boo Boo or some variation. I don't know if the pony is languageless or what, but I do know what the box says! I found a PDF of her instructions in probably every language available (which is how I know that many are Boo Boo), which is a goldmine for googling. These were probably thrown into every foreign release of Rarity. Unfortunately, you can't view it without downloading it, and I don't know where to post PDFs... There's no attached text, either, just the picture of text, so I'd have to manually type everything. I might do so, if there's demand.

I just got g3.5 pinkie and crawling scootaloo.Scoot speaks french, but the Pinkie i got speaks spanish and it doesn't seem we actually got her in France.

I have a languageless Good Morning Sunshine that laughs and sings 'lalala' but I do remember when I was little, one of the local stores in my hometown had a Finnish Good Morning Sunshine and when I pressed her leg through the package it said these phrases:

"Hyvää huomenta Äiti!" (good morning, mother)
"Minä rakastan sinua!" (I love you)
Something along the lines of "leikitään", "leikkiä" which is about playing.

Finnish is not my mother tongue, sorry if I made mistakes :)

My German StarSong has finally arrived! She's in such lovely condition that I'm realizing how baity my English one is... But I still love them both! Besides their tush tags, there are no notable physical differences that can't be chalked up to condition. Remember how I said that StarSong's eyes lock open and unlock to reflect the angle of the doll? Yeah, I'm pretty sure that's not supposed to happen. I'm not sure exactly why my English one does it, but my German StarSong's eyes function like any other sleepy-eyed doll's.

I took my time to transcribe her phrases, but didn't get all of the song. The phrases attached to her mouth and foot buttons are more or less translations of the English doll's phrases and are even pseudo-randomized in the same order, but songs are harder to translate exactly, so there are significant differences there.

The German doll does not reuse any sounds from the English one, except for the sucking sounds tied to her mouth button, so the burp, yawn, sigh, and "lalala" are all unique! There are versions, such as the Russian version, which do reuse at least some of the sounds, but the German one doesn't (except for those sucking sounds)! The lights are also re-synched; I haven't done the songs yet, because they're tricky, but the lights for the other phrases do have the same color for equivalent phrases, but flash in different rhythm; for example, when English StarSong says "I'm tired," the light doesn't light up until "tired," where it lights up in blue once, but when German StarSong says "Ich bin müde," the light flashes in synch with each syllable.
