I got a bundle of random late 90s/early 00s action figures to play with/restore/customise

I've managed to ID most of them, but am stumped by this guy. Does anyone know who/what he is? He looks like some kind of ninja. He doesn't have any manufacturer's marks.
Excuse the missing limbs, I seem to have opened a retirement home for damaged action figures

Thanks for the suggestions! I've been looking up Power Rangers and GI Joe but haven't seen anything that quite matches.
Over on the Ghost of the Doll Toy ID Facebook page it was suggested that he might be from a cheapie line called Space Ninjas that was sold in TRU in the early 00s.
He does have that 'cheap' sort of feel, so it's also possible he's a knock-off Power Ranger/GI Joe.
