What is This Acessory?

Hello! I am wondering if anyone knows what this acessory is and where I could learn more about it and what pony it came with? I got it in a lot of acessories. I've tried searching for it by the name circus bridle or circus halter but haven't found it :blush: :cry:.. Any help would be greatly appreciated!!  :biggrin:
