Can I use tempera paint to repaint ponies?

pretty self explanatory question, I have some tempera paint and was wondering if anyone has tried painting a pony's body with that kind of paint

No, it isn't suited to painting pony vinyl.  You'll want acrylics.

Based on my experience with using tempera during school, it stays water-soluble even after it has dried, and also behaves powdery/flakey, so I would imagine it would immediately flake off if you touched a pony that was painted with it, if it ever stayed on the smooth plastic surface to begin with. Unfortunately I cannot imagine it working on ponies in any way... As Skeen has said, you'll need acrylics.
