Some Restoration Questions

I recently found a flatfoot Butterscotch at the flea market yesterday an she's got two distinctive pink blotches on her hip and I was wondering what to do with it. Here it is:

it barely shows up in the picture since my camera can't do anything but it's definitely there once you see her in person. So my first question is whether or not it's regrind. I'm not sure if it since I don't know if they were already reusing plastic at that point. If it's not regrind then I'm considering sunfading her. I've never sunfaded a pony before so I'd like to know how to do it without getting any unwanted side effects (example: fading eyes and symbols)

I have other questions as well:

Are there any ponies that would not benefit from sunfading?

Can only white ponies be faded?

do I cover the rest of the body in something?

She should be safe to sunfade. Regrind can be difficult to tell the difference because it's quite random....
You can cover up the rest of her body in toilet paper (literally like a mummy hahahaha. I've kept it in place by gently wetting) and only leave the spots you want exposed. Rotate often if you are in an area where the sun is stronger.

The problem with the term "Pony Cancer" is that many people use the word to describe different things. If you are referring to brownish spots on your pony, some tend to call them "age spots" and they have several different causes theorized. Some people have found them out to be fungus and some people think it's just the breakdown of the plastic. The two look very similar to each other so we just aren't sure until you can get them under a microscope. Whether you should quarantine or not depends on the cause of the spots. It sounds like there is some way to tell if it is mold/fungus or just plastic breakdown. Check this thread for the way to differentiate possibly.
For another example of different mold, here is a thread with the difference between pony cancer/age spots/brown marks and pindot mold, but if you are talking about the brown mold.

If they are on her back I'd say maybe it's 'saddle sores' or dye transfer from the pink bridle and saddle (some Butterscotches came with a Gymkhana playset). I'd try rubbing gently with mineral oil, baby oil to see if it helps to fade the stain. Sunfading is a loast resort for me since UV light can damage the plastic long-term. If you do sunfade, I'd say you only need a few days of direct sun. I've found that most stains that are going to disappear do so in a few days.
