help IDing an old toy? (plush keychain)

here's my impossible question nominee... a dalmatian (formerly, at least) toy i've had for 13-15 years now. i've asked around and done a lot of googling, but nobody can identify her! my boyfriend thought she was a snoopy,and so did others in various discords, but she isn't! memory is a funny thing, but everyone is sure she had spots - she just also has a fondness for water like swimming pools..

while i've had her for a long time, she may be even older, as i got her from a seller in our town centre who basically ran her own miniature car boot sale... but i did see a brand new one around 2005/2006 after i got this one, from a different person, so my guess is 2002-2003.
