Not exactly. I'm not knowledgable about G3 Fair or Con ponies so hopefully someone should be able to elaborate.

I think she was sold through Hasbro toy shop at some point, she was originally one of the large pony project designs and then she was made as a regular sized pony

This was original the from a fund raising art show by hasbro called "The Pony Project".
The standard sized one was available on the hasbro website for a while as well as a few of the other art ponies.
