Blindbag "tells"

Hello, there is this thing I noticed with blindbag toys I purchase (Monster Friendz & Safiras): they have a teeny tiny hole in the package, and if you are lucky and it's not misplaced, you can nudge the figure around to peek at its color to check what figure is!

Monster Friendz are from Italy and Safiras from Germany, so I suppose this is a thing in Europe? Do they do these because is there some kind of law, or because they just want to be nice and avoid people getting twice of the same toy? Are there other blindbags with "tell holes" or something similar?

I'd guess the holes were to prevent the bags from being a suffocation hazard, like capsule containers after the Burger King Pokeball incident.
