Looks like age spots to me, but since it's a So Soft it's a bit hard to tell. Does it seem to just be under the flocking? If so, definitely age spots.

Looks like naturally occurring plastic breakdown, otherwise known as cancer or age spots.

Pretty sure they are age spots (I use age spots because the term cancer can be offending to some people) There are a lot, and they are the same color, so it makes sense.

Thanks for the advice. I wonder if it's going to keep getting worse over time.... ugh, she has such amazing flocking.
