ID and PC on this Bisque and Cloth Doll

I found this doll today at my local thrift. I'd love an ID and PC on them, please

Back of the neck reads:

HR 1985
Vernon Seeley

Their body is cloth, and their arms, legs, and head are all bisque.

Any help would be appreciated!

I can't seem to find one like it. But it appears to be a french doll. Other dolls by Vernon Seeley go for a decent amount sometimes. It looks like they range from $30-$135.

I've never heard of a Vernon Seeley doll before. But then again, I'm kind of creeped out by Bisque dolls.
