Need advice re. a Penguin (Batman) custom

Hey there,

I'm in the process of making a set of customs based on Batman characters.
So far I have done : Batman, Robin, Catwoman, Batgirl, Poison Ivy, Joker, Harley Quinn, The Riddler and Scarecrow.

I still have to make: Killer Croc, Penguin, Bane,  Mr Freeze and Two-faces.

Regarding the Penguin, I'm stumped when it comes to his hair.
How to make it slicked back?
I don't want to sculpt it, as the others (Batgirl, Poison Ivy, Robin, Riddler) have "real hair"...

Any advice on this?

you can use styling gel or modge podge for something more permanent
or you can reroot longer, style it, set it with hot water and pressure and let sit/dry for a couple days. then cut

I also wonder with what to make Mr Freeze's "helmet"...
It needs to be clear and fit over an Applejack G4 head

maybe a Monster high gil helmet altered a bit?

Didn't know MH had helmets... Gonna have a look....
