Seriously, what the heck is Hasbro DOING over there?  I encountered it with Magic Scenes Rainbowdash and it was seriously gross! Why is this a thing?

In a nutshell? No quality control.
Shampoo and conditioner usually clears up greasy hair problems.

i have heard that it might be from the rooting machine, they keep it oiled so it will run smoothly and that oil gets on the hair and they never wash them after, they just go straight into packaging. i imagine that the process is boiled down to as few steps as possible to make it as cheap as possible.

Your guess is as good as anyone else's.
It's likely something that happens during the manufacturing process, either of the nylon itself (or more likely, as mentioned) when they're putting the pony together.  Particularly if it's just the mane and not the tail.

i've found that washing with blue dawn dishsoap removes the oil without harming the hair!

I gave her a good wash with shampoo and conditioner. I'll try the dawn if I encounter it again Vira, thanks.

I have a similar question if you don't mind me being offtopic: why are the tails always get frizzy first? They seem to be made from different kind of nylon, but why? I bought a Water Cutie Pinkie Pie and her mane was perfect, but her tail was frizzy already in the box!

I don't mind anyone being off topic. Human conversation naturally flows that way. ;)

I have no idea aside from poorer quality hair and the fact that some hair colors are naturally dryer and seem to resist water more then others for some reason.

I sometimes get this problem with my brushable model horses.  I have no doubt doll collectors have some of the same problems.

Plus sometimes the hair in the Pony's tail seems thinner and brushing to make it smooth stretches and crinkles it.
