Your guess is as good as anyone else's.It's likely something that happens during the manufacturing process, either of the nylon itself (or more likely, as mentioned) when they're putting the pony together. Particularly if it's just the mane and not the tail.
I have a similar question if you don't mind me being offtopic: why are the tails always get frizzy first? They seem to be made from different kind of nylon, but why? I bought a Water Cutie Pinkie Pie and her mane was perfect, but her tail was frizzy already in the box!
