Figurine experts? Plush-style octopus statue ID needed

Hello!  I picked up this little weirdo at the flea market yesterday and am completely stumped trying to figure out what he is from online. He is a hard statue (next to a water bottle for scale), even though he looks like a plush. There is a fake "plush tag" on his back that says " (C) DD 2000" and under him it says "B/D (birthday?) 3rd Feb 99 Ollie". I've love to know more about this guy, or figure out if there are more figures in his line. Any help anyone has would be greatly appreciated.

I'm not sure if I've ever seen a statue that looks like a plush    it's very unique, not sure what it's from tho.

Do you recognize him then? I kept seeing a Ty Ollie the Octopus on google but the copyright on this is "DD" not Ty, plus they don't look the same at all. If you can find the sticker sheets I'd love to see them.
