Can anyone ID this small doll?

My Grandparents found this in their house, its about 2 inches long and the only markings I can find on it are "china" lol
She looks like she probably was wearing a skirt at one point.

Anyone recognize it? I assume it came from mine or my sisters childhood. Though I suspect mine, because I was more into the smaller toys/action figures, where my sister liked full sized dolls and stuffed animals.

I'm not sure, but she reminds me of the early 2000's releases of Polly Pocket. Maybe a Polly Pocket fakie?

Eh I think it would be much older than that, not many kids play at my grandparents house, My sister and I are their only grandkids or "young" relatives overall, I feel like it would have been something out of the mid/late 90s.

I COULD be wrong though, I just don't know where this toy would have come from if it wasn't ours. xD
