Forum topics merged

Ok this was a question that came up about the forum topics being merged in certain forum sections.. I understand it for Pony Corral but why have multiple topics by the same poster being merged for different customs? Is it some sort of unwritten rule that we cannot make several topics for different customs?

You are allowed up to 2 posts of a type in customs (custom, question, etc) on the front page. When you get to 3 of a type, they are merged. We were having issues with the entire front page of customs being taken up by a handful of people and it became excessive. Others' work was getting shoved off the page and not seen because one person (not a specific person, but in general "person") would  make individual threads for dozens of customs or questions at once. So it was decided they would start being merged so everyone gets a chance to show off their work.
