A PC for Tales Starlight w/Hair Issue ? (W/pics)

Could I please get a PC for this Tales Starlight?
She has a hair issue. The hair feels dry, and there are "Wiggly hairs" in it. Like ones where they are crinkly in the middle or toward the end of the hair. It makes it feel rough. So there's damage to the hair. I tried to capture it in the photos. Also the mane is straight no matter what you do. She had rust removed from her tail. Head is still factory sealed on there.

I tried conditioning to improve but it's not going to be 100% The issue is really seen best in the first photo where the hair won't lay quite right.

Dunno, but I'd take her off your hands for you.  I like a challenge.

I wonder if her hair was over treated with a flat iron at some point in the past, perhaps?

Internationally she tends to sit around $20-22 in nice condition. I will admit its hard to imagine what her issues are so I would probably knock her down to $14.
