This would need to be a very flexible list. For example Party has sun faded Chief with no issues, I turned a Chief a charming shade of tan when I tried to do it. Technically ANY pony can either burn or fade due to either the condition of their plastic or how long they are exposed to it. If a pony is more prone to age marks and cancer they will be more prone to burning, if a pony is more prone to a head/body mismatch they will be more prone to fading. But all that being said there are plenty of exceptions to the rule on either side.
I turned my Confetti into one crispy critter by trying to sunfade her. I've sunfaded multiple TAF Yum Yums' with much success. Just be SUPER CAREFUL that you cover every single tiny bit of her hair or it will turn white FAST!!!

I've been carefully fading a very stained Gingerbread. No signs of burning but it hasn't lightened her up a lot either. Her pink hair was already white (although I kept it covered). I live in Oklahoma so our sun is pretty strong, but I checked on her everyday as I had heard she can burn, also.
