Who's the Baddest of the Bad Disney Villains?

Hmmm my vote went to Frollo mainly because to me he's one of the more 'realistic' villians which makes it all the more scary.
Cruella was a contender for me as I found her really scary when I was little, like Frollo she's 'realistic' in what she does too.
Malicifent, she used to scare me a lot when I was little she made me hide behind the sofa. ><
Also, Chernabog from Fantasia, he scared me so much when I was little I used to fast forward my Fantasia VHS and for years couldn't remember who he was. Clayton gets a honourable mention, yet again he's a rather 'realistic' villian
My brother says Rourke from Atlantis should get a mention, mainly because he's willing to kill everyone for one thing.

Another vote for Frollo.  Like it was said above, he wasn't some evil entity, nor did he have powers, but he was incredibly threatening, using his fear of damnation to ruin (and end) the lives of so many people.  "Hellfire" always sent chills down my spine, when he was fearing for his soul after having feelings of lust for Esmeralda.  I used to think Scar was a really good villain as well, but to be honest...I agree with the Nostalgia Critic about the fact that he just stopped being threatening when he gained his power.  He just turned into a lazy, whiny little brat.  I think if he continued to be threatening throughout his reign, I would make it a tie between him and Frollo.

Although Frollo and Cruella are high on the Evil Villains List, for me, the NUMBER ONE spot will always be occupied by the villianess in The Rescuers.  Seriously?  Who adopts children from the orphanage and risks their lives to capture diamonds out of flooded mines?  I forget her name but mannnnnnnnnn she's EVIL!

She seemed like a weak villain to me. She wanted to off a chick hotter then her. Big deal.

Even weaker villain, because she got shafted about going to a party she goes nuts? Pfft. 

---Lady Tremaine from Cinderella
An abusive parental figure doesn't really make a "villain" in my book.

---Cruella de Vil from 101 Dalmatians
Cruelty to animals sure, but still, one woman going after some puppies. I find PETA more threatening.

---Gaston from Beauty and The Beast
Ah, the villainy of popularity, a very dangerous aspect indeed. He was able to use his good looks and charm to drive an angry mob, so yah, I could call him a villain. Still, it was only a small village and while the guy was a total dick, not a *huge* threat.

---Ursula from The Little Mermaid
She was more of a villain at the end of the movie, at the beginning she was just well... stupid. I mean.... steal a girls voice? What kind of diabolical plot was that? Yah, I get the whole undertone, but really..... if she wanted to *take* Ariel she shoulda just done it. All that power wasted.

---Scar from The Lion King
Oh, yes, total villain. This guy plotted for domination from the get go, and (mostly) was a great strategist in getting what he wanted. Too bad power went to his head and he became an idiot near the end of the flick.

---Jafar from Aladdin
Good villain, but not great. Yah he was sinister and all that but he had powers and again, like Ursula, never really used them!

I voted Frollo because he had the most dangerous weapon of all, something so powerful it can destroy anything it touches when used in the wrong hands- religion. Not only did he nearly destroy his own "world" with it, he destroyed himself. So he was definitely the baddest of the bad.

Madame Medusa. But you know, that guy on the sequel was pretty nasty too. Killing giant golden eagles and threatening to feed a boy to the crocodiles.

But then Scar is so evil, setting up Mufasa and Simba and lying..
And Frollo is just so manipulative and creepy too...(I actually hate him opposed to Scar who is sort of cool ) Shoulda voted frollo, argh!
Maleficant is definitely scariest. And she has the BEST cliche lines 'How DAAAaaaAAaare you meddle in the forces of evil!!' *crsshh, crashes evil staff on the stone floor*
